Dear K,

A small kiddie pool is a good choice but there are a number of import questions I have that need to be answered:
What is the outside environment like where you live? Where will you place the pen? Inside? Outside? Do you have a dog, cat, or any other animal (including small children) that can possibly do harm to your baby sulcata?

I assume the baby is less than a year. I also assume that you live in a place that gets cold (less than 60 F degrees) in the winter. To give you a good detailed answer I need to know the answers to the above questions. As with all living things, we need to give them what they need, the proper amounts of warmth, water, food, and protection from predators. I must emphasize than the word "proper" includes "not too little" and "not too much". I would be happy to help you, but without the answers to the above questions, all I can suggest is that you read a lot about them and follow the care sheets that you may find on the subject.
