Also, you indicate the temps were "approximately 50 degrees" then in the garage it was "around 40 degrees."
If you haven't already you should check the temps with a thermometer and especially check for high and low temps. Even if the temps average around 40, if it ranges up near (or over) 50 the tort will wake up and never get fully settled in.
The tort will need a place with steady temps in the desired range of around 36-42. Of course, some russians will respond to warmer or cooler temps. I was able to hibernate mine in the 45-50 range for a few weeks last year. Someone else has indicated theirs remain active with temps in the 30s.
