If the tortoise isn't going to sleep, then he's using up energy, and should probably be fed SOMETHING, or when he finally does hibernate, he probably will be skinny, and may starve before he wakes up. i know a lot of other animals will not hibernate unless they feel their bodies are ready to do so. if it was adopted it might have been kept up though the winters in the past, and might not feel the need to hibernate. These are just my ideas though
