I always recomend giving as much control to the animal as you possibly can. I have to agree with Tom in that the tortoies will not drink if it does not 'want/need' to. The animal 'knows' by instinct or some other mechanism if it is thirsty and that does not always correspond with the soaking time table. This time of year it is extremely important that hydration be kept at optimal levels because in most places where they are kept the house heating is on for the winter and hydration lose is at a maximum through normal respiration. So, I go with water bowl and regular soakings through the winter.
