I had the same problem with one of my hatchlings. Seperate them so the smaller one feels more secure and won't have to compete for food. If you don't have one get an active UV bulb on both of them. I'd buy one and cycle it between the two ie. one gets morning other gets evening. Be sure it's active uv not one of the other ones. And then leave the little guy alone and wait, he should come around. The flagyl probably was not the best idea. Is your vet a tortoise person?
