The best drier type of food would be a dry weather type grass like bermuda. I would not make hibiscus leaves the main green food, even though they appear dry they are I believe a tropical plant. I am just guessing but I would think they would have a higher moisture content than you think. Even though sulcata like hibiscus I don't think they would come across a hibiscus plant in the wild, so I use them as treat for my tortoise not a staple food. Attached is a pic of my tortoise enjoying a hibiscus flower. Also if you can't grow dry type grasses you can order them as hay from a feed store or online at places like Oxbowhay.com.
