Your answer is in your question. The tortoise is dehydrated. If the tortoise is passing urates (the white suff) there is hope. Take note, the kidney regulates calcium levels. If the kidney goes the animal takes calcium from the body (bone) until it dies. This is relitively common in sulcatas.
Get the temperature up (75 - 100 F) and keep it well hydrated.
