Bill, I'd say it is probably alright as bedding, but it'd be better if you had some cypress mulch on top of it. You can find it any time of year, and it's pretty cheap. It also holds the moisture very well. I would try to avoid letting them ingest it. Put their food on a dish of some sort. That should prevent this.
