Ok, let's see if we can rephrase this.
Any live pet for a 2 year old presents risks. There are not many turtles/tortoises you can get for 50 bucks. There are, but you are going to spend a great deal more 'cleaning them up'. If you're looking for a tortoise for yourself that you would like to share with your 2 year old that is the way you should approach it.
The easier tortoises are going to be almost any of the tortoises in the Testudo group(russian, greeks, hermans, marginateds)(in price range order going up) As mentioned below be sure to do a ton of research before you actually buy. Both you and the tortoise will be better off for it. In doing so you decrease the health risks and vet bills. You also increase the enjoyment you can have by keeping such a pet.
You might try to come up with some specific questions in addition with where you live (area of the country), how much space you are willing to provide and so on.
Finally, be advised, Tortoise/Turtle people are a unique group. We tend to be extremely passionate about our obsession which is why this forum even exists. Please don't let this discourage you.
