A little bit more info on the area would be helpful, but if its feasible you could get sheet plastic and stop the draft form outside by coverind the areas where the drafts come in and stapling the plastic down, especially around windows and doors.If there are voids to fill spray expanding foam insulation works great.
Bottom line is, DON'T let your little guy be in the draft!!! Your asking for trouble!

: Insulate the room better. Might want to cut a small hole in the wall and throw some more insulation in there, patch it up and repaint it.
