I think they are actually using their arms gently
to "pump" their lungs as they don't have a diaphram -
which makes sense as the shell wouldn't give for
breaths. So the arm pumping little thing is normal
and sulcatas use their arms to rub their face a
lot - while eating too, you'll see gunk on their
legs from rubbing their mouths and using their
legs to hold resistance to help with tearing up food.

Keep an eye on him, make sure he isn't sleeping
too cold (I kept mine warmer as a youngster than
he's at now at night). Do you have any hay in
there, sometimes some sulcatas have eye problems
related to timothy hay I've read. Mine didn't
but you never know.
