It is normal but it is not good. What I think happens is the the animal can't find the proper place to go to for the winter slow down and either dies of thirst/dehydration or starves to death. It needs a place that is not to hot, not too moist, not too cool, and not too dry. Tough to construct when you are guessing at not too...
So, I handle it by getting them going by keeping them warm at night and make sure they come out to eat and drink during the day.
Continue to soak the little guy.
