I agree with Brad, a 30-gallon tank is too small and fishtanks aren't the best way to keep a Russian anyway. You mentioned you have an 80-degree basking spot, I would think you probably want the actual basking spot to be higher. Also, is your UV light a separate light from your heat bulb? If not, what brand are you using. Only one brand of light has UVB and gives off heat...the ActiveUV bulb. If you do not have that one (it's about $50), then your heat bulb is not giving off the necessary UVB rays and you need to get a UVB bulb.
