Well, you have a while to wait. Leopards do not typically breed untill they are near a foot long. There are exceptions to this but they are very rare. As for how you do it most books that deal with tortoises have entire sections on breeding. Typically when they get old / big enough - they breed. Occasionally separating the males from the females can inspire them to go about it in a more dedicated manner.
The most important thing will be to provide the females with an adequate nesting spot - they can be very picky.
