A few points I need to make.
1. Tortoises that are in the most trouble, ie. Radiateds, Galapagos, Plowshares, Egyptians, Spiders, so on and so forth are really expensive. Endangered = high demand.
2. Most people breeding tortoises are not going to want to give away part of their stock. Some breeders breed for money, the rest still need it. Breeding for reintroduction into the wild is ridiculous. Those animals will never see the wild again, there will be no wild left.
3. Last point, if you don't have enough money to buy high quality tortoises, not rare species, but grade a Russians or Hermans, don't buy a tortoise at all. Over the last 4 months we have spent about $1000 dollars on various vet bills. Xrays, medication, bloodwork, and office visits all add up. You also must allot for other misc. costs, incubators, lights, caging, food, etc.
Age does not matter, but financial resources are extremely important. Keep your dreams but chase them realistically, not blindly.
