I had a similar problem with a russian. It turned out to be a fungal infection. Take it to a vet. Also most eyedrops I've seen at pet shops are for aquatic turtles. They eyedrops may actually aggravate the problem.If I remeber correctly swollen eyes in turtles can als be a vit A deficiency.
