The idea here is to get a tortoise that is ALREADY suitable to your environment, not to get one and try to cram it into your existing environment, no matter how inappropriate.
Tortoises like the sulcata do not really like the cold. They tolerate coldER weather, but I live in NY and I know our area is mostly cold AND damp for even longer than 6 months, seriously. Cold and damp will be a sure killer, I really would strongly advise you against it.
Try a testudo or other mediterranean tortoise species that is just as personable but stays a manageable size for indoor accommodations your size.
