Asking Questions before I buy

Hi all.
I am all ready the owner of 2 Egyptian Uromastyx.
I am now looking into purchasing a Geo Sulcuta.
I have read the tortoise book by Vosjoli as well as the book
by R&R Wilson.

I have viseted Slowcoach, as well as a number of other tortoise sites.
But I could use more.

My qustions are:
1) Is a 20-30 gallon ok for a 4" little guy?
2) Substrate or not? At least right a way. If not when and any recomendations.
3) Diet? From what I read the Sulcata and Uro have a lot of the same needs except for the Sulcata needing more fiber.
4)What sort of plants do you recomend for in tank?

I am also looking for more sites with pics and FAQs.
