Sulcatas don't live in Connecticut, and they have a relatively limited north to south range in their native Africa. A Sulcata that gets frost on it's shell is all but dead, leopards are equally as cold intolerant. For your climate I would think Russian tortoises. Here in southern arizona, I can only have my sulcatas out for 5-6 hours a day this time of year.
