Why would we want to grow them so fast?
It costs more to feed them that much.
I haven't seen any evidence that growing tortoises so fast is good for the tortoise, but annie and others have cited evidence that it can be bad.
There is also evidence in mainstream medical science that mammals benefit from reduced caloric intake. It might be reasonable to assume that the same thing applies to reptiles.
I certainly enjoy watching my tortoises grow, and would hate to bring that process to a premature completion. Especially if it harms them.
So why do we do it?
