I would immediately start thinking of getting something bigger. 20 gal is too small to properly control the different temps she needs. Mine as a hatchling had 40 gal rubbermaid to sleep in at night and a 3' by 3' pen outside for durning the day. The bigger the enclosure the more excerise it can get and the happier, healthier it will be. She is big enough now to be moved to a tortoise table. If you have not seen them I have pics of my tortoise Annie posted below and how she is housed now.

: Right now, my baby Sulcata's shell is 3 inches long, and she is being housed in a 20 gl. aquarium. In how long will I have to start thinking about getting a larger enclosure? How large do you think she can be before I move her to a tortoise table?
