Hi Steve,
I have a similar habitat (linked below)and use a 500 watt halogen light during the winter on cloudy days. I dont use it at night and its on a construction grade rheostat just to be safe. For night heat, there are radiated heating panels overhead like a dropped ceiling.
I too have a heat mat but try not to use it since its bottom heat and Ive seen animals burnt on these in clinics and so the nights its on, I dont sleep well for worry.
This year im going to try something differnt to take off the chill on the floor tho :)
You know how hay comes in sections when you pull it apart? Horse ppl call this 'flakes' and they are pretty thick. Anyway, these may hold in place well (as they have over the summer) and reduce the need for bottom heat.
Check out my habitats and see if there are any nifty ideas you can gather ok?

: I have built a nice doghouse style shelter my tortoise. I also have a pig blanket. I want to use a flood light for some additional heat, but I am not sure if it will be to bright at night for him. Does anybody else use these in their shelters @ night. doghouses, sheds, etc.?
