Why not? They practically live on DIRT in the wild..lol. Why do you think you hear about all these problems people have with them like kidney damage and what not.
This is because this tortoise has evolved over the years to become the perfect "Chelonian Survival Machine", getting just what it needs for survival and utilizing every bit of it to function. Mine barely drink water but once a month.

If you can keep it as a grazing animal and add greens as a suppliment (or durning the winter months) you should develop a real healthy tortoise.

Buy some hibiscus plants, spineless cactus, prickley pear cactus, moss rose, go to this link.

Throwing some grass seed out once a week like Johnny Appleseed, won't hurt you either.
