A hands on inspection, of a tortoise who is already sexually mature, is the only way to be SURE. Since we can't do that here :), we rely on your photos to give us a single view. Based on that, yes. See the longer, thicker "tail" on the male on the right? and how close his anal scutes are? On the female, there is no thick, long tail (male sex organ) and the anal scutes are spread wider apart to allow the male entry & access to her for breeding.
I hope Richard will reply as well, but it looks to me like you have a pair there :)
