Also think about how much room you have. Sulcatas get very large, and need LOTS of room. Some of the mediterranean tortoises (testudo species) are much smaller, and may do well if you have some good shaded areas, grass, and places they can cool off, and some access to water. They also could deal with the cold spells better than some others.
