Lazy Indian Star Tortoises

i have 2 (one male, one female) indian star tortoises and both of 'em just goes to sleep after their meals... they don't walk or climb the rocks that i put on their enclosure... all they do is eat... and proceed to their hide-out for some shut-eye... i wish to see them a little more active. i also have a basking light from zoo-med... but how do i get them to move? when i first started... the male was very active... back then... its substrate was sand and it was climbing non-stop... after introducing the female... i changed the substrate to saw-dust... the ones u use for hamsters... after that... all they do is eat and sleep... please help.
