queston on fertility/infertility?

I have a pair of redfoots, the male is 32 years old and the female is 9-10 years old. We have had the male since he was a baby and the female was introduced about three years ago. Last year, they started mating and she laid four clutches last fall, for a total of 31 eggs! None hatched!! So far this season, two clutches, 11 eggs. I don't see any developement in them yet and it has been well over a month!! Also, when digging in the yard for turtle eggs and hatchlings, I found a nest of tort eggs that was laid quite some time ago, they were just the shells, nothing else. They didn't hatch, just like rotted? SO, sounding like a fertility problem, if there is such a thing with torts. What do you think? They were seperated for awhile, then reintroduced to each other, have been caught successfully mating several times, so I am at a lose here....
