first, do you remember Dobie Gillis??? Maybe not.
Anyway, the white stuff is nitrogenous waste/ urates. It is a byproduct of protein metabolism and more. Sulcatas are what I call Desert type tortoises to where their kidneys are very efficient squeezing out every drop of moisture. Birds are like this also. They are able to excrete nitrogen in solid rather than fluid.
To the point... it's normal.
Start looking at temperatures and hydration if it is chunky instead of pastey or fluid.
(you want a range or 75 to 100 F and water available at all times)
