Well... We won't adopt to parties who will be putting a tortoise in a fish tank. We do yard inspections to make sure of that. Aquatics go into ponds, no exceptions. To me, placing a turtle in a fish tank (other than a brand new hatchling or a sick animal) is cruel. Many species MUST have access to full sunlight to maintain peak health. Desert torts for example usually fare poorly even with the best of UV light, they need the real thing...real sun to bask in. Can't get that in a fish tank.
