Well... We won't adopt to parties who will be putting a tortoise in a fish tank. We do yard inspections to make sure of that. Aquatics go into ponds, no exceptions. Look at the animal's natural instincts...think of where it's wild parent or grandparent turtles came from and how much room they had to roam. To me, placing a turtle in a fish tank (other than a brand new hatchling or a sick animal) is cruel. Tortoises need lots of exercise for healthy gut function and get it by foraging for food items in the wild...

Many species MUST have access to full sunlight to maintain peak health. Desert torts for example usually fare poorly even with the best of UV light, they need the real thing...real sun to bask in. Can't get that in a fish tank.
