I have kept russians inside and out with good results. Russians do like to dig but should be just as happy with a hidebox (I usually just cut a large plastic flower pot in half). It sounds like you are useing a fishtank to house your new pet?
Unless you can safely put the tort out on a porch and give access to direct sunlight you need a "full spectrum" UV light. You should be able to buy this light (fluoresent) at any good pet store along with a screen lid (glass filters out the UV rays). You mentioned your new ped is not eating, I can think of a few possibilitys why - new enviornment, too cool, or internal parasites. Tell us more about your setup heat ect. Although there is some inital cost, it is a good idea to take the animal to a vet to check for parasites. email me or keep posting here
