sulcata substrate and sexing

First of all I am in Canada! I am asking this very important question to all the sulcata owners on this forum. I have a 2 year old. I keep her newpaper and hay. But this just isn't working
anymore. So my question is: What substrate do you use with ur sulcatas and do you like it?

I have also included a picture of her anal scute area. I need confirmation that she is female because I am slowly searching for a mate of similar age. Please let me
know if I am wrong and she is indeed a he.
