While I know of sulcatas that have bred as small as 14", generally wild caught African Spurred tortoises will lay fertile eggs when they are about 16 inches and approximately 20 to 25 lbs.
(I mention wild caught since the post below mentions captive diets and much larger sizes to breed.)
