I've always heard that UVB light won't even go through glass...so I wouldn't think that it would be able to go through the plastic top of your container.
Will your plastic container be in the direct sun at any time during the day? If so, I would REALLY worry that there would be heat build up that would be deadly to your tort.(even with the top off) I would think that with the top on...it would be kinda like the equivalent of leaving your tort in a car...water and shade won't compensate for the heat that would build up.
Any way you could rig up some sort of roof that would keep your enclosure in some shade throughout the day? I guess I get kinda paranoid about my shelled ones... I would also worry if there wasn't some sort of wire cover over the enclosure to protect them from potential predators....
