One would asume that the eastern race would be hardier considering its native range (especially if the bloodlines originated in the northeast part of that range). But that is just an assuption - I have nothing to back it up with. One good thing about Hermanns is their tolerance of a fairly wide range of moisture conditions when compared to most other tortoise species.
Being kept outdoors from May to October in your area may work if they have a heated enclosure or pile of hay they can retreat to when needed. Watch out for the combination of cold AND wet. I keep tropical tortoises outdoors in NW Iowa for a longer period than you plan, but we usually have sunny and rather dry falls. You may want to keep them active indoors for a month or two in the spring and fall though. Otherwise the hibernation period would be a bit long - especially for the young ones.
