What they want is you to have something ready in case a turtle becomes available for you. Can you provide outdoor accomodations during the summer? (this is best for them) if so you should make one, and then take pictures of it. They will accept 'in progress' pictures. If you need to keep indoors, you'd need about a 50 gal aquarium, or a similar size rubbermaid style tub. There are pictures of enclosures out there if you do some searches. Take a look at these links for ideas.
