If it continues to come out out when it does it's thing, you should take it to a vet who knows reptiles. This is not a normal thing for tortoises to do. As for amputation, yes that does mean no kids for your pet... that is if it does require amputation. I do not know, since I'm not a vet. Don't mean to scare you.
