I feel like I'm repeating myself in posts here, but a Sulcata is certainly not going to be good for you in NJ. Before you even think about making that poor choice, please check out the link below:
You will want to check out the tortoise laws in NJ before you buy, you need permits from the F&W department.
I would recommend a cold weather tortoise like any of the Testudos (Russians, etc.) but it is still not recommended to really keep them outdoors in our cold and damp winters since they are not native species. If you need help, you might want to think about taking a trip to the NY MEtro reptile expo in September (9th). I will be there in our booth, you are welcome to come by and I will give you a hand picking something out that is appropriate.
