Not sure what you should do about the hibernation issue... If the tortoise were outdoors, he'd deal with it in his own way, likely nap now and then throughout the colder times.

You DEFINITELY need more space than you have... at least 3x3, if not more. Give it as much space as you can, and if you can build an outside habitat, even better.
