I keep my russians outdoors in St. Louis, Missouri. It is very humid here. No problems so far. I think the most important thing is to avoid letting them get both cold and wet. Be sure to have an indoor area for them when it gets cold and on those days when it rains buckets.

The salmonella question is best left to those with more expertise. I've never had salmonella in over 4 years of keeping reptiles, but I also don't have any small children.
