I like to use alfalfa pellets (feed store) and timothy hay. Both of these are ok if they happen to eat it. Mine will sometimes munch on it. Alfalfa is a little high in protien, but Timothy is almost perfect. You can order good hay from Oxbow online. Sane is not a good substrate for torts. It can cause several problems, plus they can not eat it:) Also, mine enjoy borrowing under the hay. Really these two (Timothy and Alfalfa pellets) are multifunctional.
