There are laws on the books keeping many people from doing this and with good reason. Salmonella is present in many fruits, especially those grown over the border (Mexico) Cantaloupe is a perfect example. The store has no idea who will be eating the food, therefore they do not give it away to people who come in off of the street asking. Should someone get sick (as has happened in the past) the store could be held liable, and would be opening itself up to a lawsuit.
If they do have perishable food that is still good enough for human consumption, it is sent to food banks for the needy.
