Your Leps are the weak link here, as Sulcatas can take much cooler nightime temps. The standard 175 watt heat bulb is too hot for a dog house, look into a ceramic elemint, they go down to 40 watts, also insulate the dog house, including the floor. Leave the door open, and hang plastic that has been cut into strips over the entrance. I use that stuff that people lay over their carpet over high traffic areas. I call it "grandma plastic" cause last time I saw it in use was at grandmas house. This system works good in S. AZ.,where we get lots of sun on winter days. If you don't have nice days, they are still going to get sick when they step out in the morning because of the change in temp. I would use a larger structure, like 4' X 4'.. so the heat source isn't so close to the torts. I use an 8X8 Tuff shed. Good luck.
