Haven't had that problem....and we get storms that drop a few inches per hour
: In my area the tortoise would be steamed, plus if you are going to that much trouble, you might as well use wood and make a pen that will stay cooler, allow grazing if placed on a lawn, and will not flood.
Actually its less trouble than building pens
