Personally, I think the Hovabator is good. Most folks use moist vermiculite as a substrate.
I have a hovabator and have not been able to use it, but I am able to keep the temp and humidity very stable.
Do a seach on this site and some of the others pertaining to turtles and tortoises. Search for keywords like incubator and hovabator and you will find info like where to get them and various opinions on what's the best.
