Hi Dave,
They are considered adult when capable of reproduction. On the African Tortoise List (linked below) we have a database that you can compare growth rates of many animals raised in different environments.
Too many things effect growth (genes, sex, diet and etc) to really be able to give you an average.

i was just wondering whatthe rate of growht was for a sulcatta tortoise. i just got a hatchling today. i've read a lot about them. i've heard how big they get butnothing tells me how long it takes them to get that large. also when are they considered an adult?
