If the rubbermaid container is out from the patio at all and it rains, your little guy is in trouble. Not to mention the possibility of it heating up and killing him. As far as substrate goes, I have never lived in Florida, but my guess is that the soil will breed bacteria and stay to moist for a desert dwelling species. Personally I would use newspaper in the bottom covered by a layer of hay (replaced regularly) so he can hide in it. For outside housing, think about a rabbit hutch with the bottom removed, place this out on the grass and he will be able to graze.
