I use such a setup and paid about $100 at Home Depot for the closet.
I don't use a typical substrate. Instead I bought
a strip of indoor/outdoor carpeting. They sell it in strips that are just the right width to fit the floor of the closet when you lay it out flat on its back. I put the rubber side up on the carpet. This is more soil-resistant. Buy a stiff type of carpet, not the more pliable felt-like material. Get two strips of carpeting - one to use while the other is drying out after being hosed off.
To provide tunnels for the torts I used inverted plastic planter boxes with holes in them. I've found that one the torts get used to these, they aren't interested in digging so much.
To provide lighting I bought a 48" shop light fixture and fit it with 2 48" GE Sunshine Bulbs (low-uv output but seems fine for a few months of indoor living). I suspend it over the closet using a frame made of 1x4 pine boards.
anyway, this setup works fine but my torts were a lot happier once I made an outdoor pen for them.
