Try a large contractor supply house like Lowes or Home Depot for a concrete mixing tub.
Many ppl use a 50/50 organic potted soil and play sand.

But I want something where he can dig. Would 3 inches of potting soil, packed down, with a thin layer of mulch on top work? Of course that sounds hard to clean... *sigh*
