I agree with EJ. Too much won't hurt anything, too little could be deadly. When I lived in NJ, I never used water in cages, frankly it made a mess and would make the bedding stick to the torts. This led to more than one blister and a few infections in leopard and egyptian tortoises. Now that I am in AZ, I have noticed my torts drinking alot more. They dry out much quicker in the "dry heat" and need more hydration. So that being said it depends on where you live and how your charges are kept. The safe side is usually access to water.
