Protein is one of the primary building blocks of life. By restricting it you are restricting growth. What is actually required is anybodys guess. The best way to avoid any kind of nutritional imbalance is to provide as varied a diet as possible. As far as grazers are concerned it is the same thing. Do not feed too much of any one item. That should keep you covered as far as providing a balanced diet. Too much Protein? Don't worry about it. If you are varying the diet your chances of providing 'too much' protein are basicly nill. As far as grazers are concerned you do not want to feed animal protein not because of the protein but primarily because of the fat.
Now, unless there have been some dramatic discoveries in the last 5 or 6 years the required dietary protein is 15 - 35% dry weight matter for herbivores (Mader,1996). Check out 'Nutrition of the Tortoise' by S. Donoghue in ARAV Annual Proceedings 1996. The references for that presentation are also readily available. This has some good complete stuff in it.
